There's two different blooms that can happen. The first is exposure to heat which separates the cocoa butter and fat content of the chocolate and brings it to the surface, which will give it an oily fatty deposit in that white color. The second is exposure to moisture which draws out the sugar content to the surface and leaves a powdery white surface. The chocolates in this video appear to have both. On a different note, chocolates can indeed go bad depending on the ingredients used. Sometimes oils are added, and they can go bad and give an expired chocolate a kind of bitter aftertaste, not unlike the taste of a bad beer. Source: Worked in a high end chocolate shop for several years and needed to learn and know these things so that we could sample out chocolate here and there to make sure that the batch hadn't gone bad in any of these three ways.

I haven't scrolled through all the comments but I'm sure I'm not the first to say that when chocolate turns white it just means that it has bloomed. Doesn't mean it gone bad since chocolate has a very long shelf life but it does change the taste a bit
