Windy was very easy for me to get, it took 120 cloud vials, I think it was because of all the things I needed to donate for spirit bear’s quests, I also remember donating a gifted silver and gold, so maybe that’s why aswell. (Fun Fact: I was only on the 22nd quest when I got windy bee)
