True but, Liberia has very little in the way of natural resources. What does exist is bargained to China mostly - not a historically kind country. Besides, look at Ghaddafi, he raised Libya's GDP above Britain's - look at what happened to him - and where they are now. It isn't that they can't, it's that they're not allowed.
