I have a theory that sogeking is a descendant of great warrior from elbaf who persecuted by the world government, and he took his own journey in order to wreck them down in revenge for his ancestors. 04:22, i bet that someone has already answered you on this, but the weakness of Devil fruit user is not "the water" is actually having their body being submerged on it. So the more of the user body is underwater the weaker it gets.(and its not only for sea water) also, the power still works underwater (an exemple being luffys head/neck in the fight against arlong) but when someone uses Kairoseki the power is disabled (i've always found it strange, that the stone is more dangerous than the water) if something is off in my english let me know

Sogeki means sniping / shooting in japanese. Sogeki 狙撃（そげき） /so ge ki/. Usopp is good at sniping / shooting. Sogeki(sniping/shooting) ＋ king = Sogeking It could be a sniper king.

Luffy can touch the water, he can’t be more than 1/3 submerged. His powers still work even fully submerged its just that he himself is too weak to use them. Remember Arlong Park. His neck streched out of the water because Gen pulled it out but luffy himself couldn’t do it.
