It's rather impressive that a wastewater plant back in the early 1970s was making efforts to reduce total phosphorus in its effluent. Even today that level of treatment is uncommon.

The fully integrated circuit and hand held calculator were patented in Richardson at Texas Instruments back in the 1950s and 1960s. One of the first satellites in the world, Echo #1, was tested for NASA there by Collins Radio engineers in 1960 who also produced the telecom equipment for the 1969 moon launch. This probably explains the effort.
