Basically if another major economy of similar or greater size to the US can provide the relative long term investment stability the US one has this will equalize that country with the US, if it can then either become even better of an investment or maintains its position while the US falls then the currency advantage the US has would then befall onto that country. China looked like that country, but if China's economy starts to falter continuously the US may be able to hold onto their lead for a while until another entity emerges to take her place. While US holds this position for now, their zenith were immediately after WW2 (while other countries recovered) and the 1990s (before 9/11 attacks made America look no longer invincible and US lost her overall economic lead in terms of sheer size of this lead (if not lead outright).

The U.S. doesn't set the value of the dollar vs. individual countries. Its the metric that everybody else follows and it freely floats. If the dollar gets stronger its because other currencies are less attractive investments. The Chinese Renminbi trades within a band set by the government and defended via the strategic use of foreign currency reserves. So if tomorrow China's government believed that a stronger currency would give them a larger nominal economy then they could decide to have a stronger currency. They don't because the renminbi is set at a level to maximize domestic welfare (PPP GDP). In short, the economic hit from having a stronger currency would be larger than the benefit to nominal GDP. The Renminbi is set at an optimal level, and if you disagree then you should take that up with the People's Bank of China (the Chinese central bank), which answers to the CCP, which today means Xi.
