Depends on your definition of God. Rick has actually met many of the old God's from ancient religions and he's killed a few. All the old gods are merely advanced aliens or otherwise unique forms of life that are so rare and so powerful, ancient humans could only explain them as gods. But the God of Abraham is above the mulitverse, which Rick knows to be impossible. He is able to travel universes with ease, and even he cannot exist outside the central finite curve.

Thats why he says God is always knocking at the door. Gods attention is on the other universes and he wont appear in one until someone fully accepted him.. In the areas where he isn't, Rick can rule as close to omnipotent as on can get and like to claim there is no God till he reallly needs him. Let us remember that we have seen examples of other God's traveling the universe.(that Zeus yoo). And when he's in a bad spot he prayed from gods assistance.
