He then becomes a character that is just mesh together. Since he has no backstory on how he can even use jutsus at all. Jumping into another world has different meaning. Like how he must duel Yugi to get the puzzle. It makes sense but using naruto abilites in a MCU area makes no sense at all. It makes sense if he did that in a naruto universe. Then at the end of the day he doesn't even need the dragonballs. He could just get the super dragonballs and wish for that stuff.

As a Naruto fan I love how you have Rick's arsenal centered around Jutsu. He uses his intelligence and other little things like Starks armor and Yugis monster cards but there is always a jutsu read to save him. Naruto and Sasuke powerset combined into a single character is RIDICULOUS. Great stuff. Keep it up.

They can be used outside of their home universe if you have a way to transfer their power to a conduit that doesn't follow these rules. Ultron does it in What If, he gets the infinity stones then immediately ascends to godhood and gains access to the whole multiverse and infinite god powers everywhere. It's presumably because his robotic body can absorb the energy of the stones and then process and use it without their usual rules, like batteries.
