New to the game. When using Tarkin Town on force table it only lets me select my own units. Is that how the card is suppose to work?

Only if your opponents units have no damage on them

Tarkin Town requires that the units be damaged. So if you’re opponent doesn’t have a damaged unit you cannot use Tarkin Town
