It's probably tagged as a low speed vehicle like a golf cart would be or a mini truck. If that's the case they really aren't street legal, you can't operate them on highways or interstates. Only on vehicles where the speed limit is 35 and under. Or it could be tagged as a motorcycle if he's got the hookup at the DMV. But I doubt that.
