I’m just 2 minutes into this video and all seems fine. But it was kinda funky how it jumped from a red left turn signal back to a yellow caution left turn signal. Nonetheless that’s fine so what gives?

It's a FLY FLashing Yellow. It is turned on by the parent phase across the street, the straight through. It is a unprotected turn signal. Helps move traffic when you have big breaks in traffic.
