the eifel tower is a huge tourist attraction, so people would've known beforehand. as for the photographers, they are usually tipped by someone in the restaurant who works there; maybe the waiter, because in those restaurants, you have to make reservations ahead of time.

And/or arranged for her to come in the wee hours or late hours when hardly any tourists are around. Celebs have booked Disneyland fully booked for just them and their entourage before, they can do it for the Eiffel Tower too.
