If Dio time stopped when he was being attacked, he literally could have revived his teammates, but since CPU's usually just go to revive there team i think they only move toward the downed CPU's and not use any moves.

You should look for an "Improved CPU" mod. example: There are more CPU types added , like Extreme , Ultra , God , ect. And/Or the base CPU's are improved . For example , Strong CPU will actually use their transformations.
