1. He came first. CAS was probably the first character other than Mandrakk to use plot manipulation to an extent of Nigh Omnipotence Over fiction. 2. CAS has feats to show this that we can easily point to unlike Akuto who has "it is said that he did this.." While yes it's confirmed he can do similar things, he never truly shows it. 3. Their plot manipulation is a bit different, and III explain why. So then why does CAS truly win? Because he has more abilities, more experience, and overall actually used it. It's said that Akuto wrote all the stories, which makes no sense because he was already in those stories. Unless he wrote himself to become the Demon King, that's never truly explained. He's also not Omnipotent over fiction like TOAA or the Primal Monitor. That requires the character to represent the non fictional Omnipotence over fiction power the author holds. Basically part non fictional to that extent, which Akuto is not. Nor is CAS. But the main thing is that CAS actually shows how plot manipulation works while Akuto doesn't.

Lays/Kanons sword has fate manipulation, rimuru has that too in form of hax, and lay/Kanon have little other abilities/hax and have no way to defeat rimuru because you need to be beyond time to damage rimuru, rimuru is also an abstract concept and cant be fully erased since there is always another rimuru in another dimension that he can use to fully revive.
