Battle IQ is made through multiple battles, milim has lived a lot, and she has fought multiple opponents in that period of time. Rimuru has not lived enough battles in comparison of milim, when feldway send him to the end of time, rimuru didn't fight in that place, he only wakes up and ciel tell him where they are, some minutes later, ciel make rimuru go back and that's all. We could say that rimuru wins in Battle IQ because he has ciel, but even with that, ciel can make mistakes, so..

you don't have to be a true dragon to have the strength of one or even surpassing them....Ciel stated in vol 15 that Rimuru's current race is equal or even greater than the true dragon race...suggesting that Rimuru isn't a true dragon but an entity that has at least the potential to surpass the true dragon race
