The bikes have nothing to do with it. They could easily ride 'normal' track bikes for world level competitions. I would say primarily that it's a matter of priority and selection - to qualify to ride Olympics and Worlds you need to ride sufficient world cups and other ranking events. Keiren riders in Japan are obliged to ride full time in the pro keiren races and I guess don't get dispensation to do qualifying races. That said, it is odd that you don't get at least some of them going for Olympic glory - I suspect that the ones which would be good enough are very well paid in Japan.

the keirin is basically a 600m sprint that starts at 50km/h. the pace bike is needed to get everyone to that speed without fatiguing the competitor who's in front.
