Cause it is perfect for urgot. He can proc the cleaver passive real Quick with his W. He also needs the extra hp

Cause if you hit flip and q theyre fully stacked by the time the stun ends, u get bonus ms to stick on them, its a ton of flat hp and ad, and the haste is good too
