Kill his turrets if he doesn't defend them. Bait out his E and W then all-in him. He naturally pushes, so let him push and have your jungler come kill him (but kill his turrets or he will 1v2). He's strong against most players until level 6.

Or else focus on farming. Heim is very vulnerable when he doesn t have his grenade. Just don t stop moving to dodge it

Yasuo, Yorick, Tryndamere, Olaf are all very strong against Heimer, top. I personally find Darius hard to lane against, when I'm playing Heimer (but I was always way more comfortable playing Heimer in the mid-lane meta). Honestly, just let Heimer push and focus on farming. Then kill him when your jungler comes top. Unlike mid, the top lane is simply to long for Heimer to cover effectively with his turrets. Syndra and Yasuo are classic mid-lane hard counters against Heimer. Midlane, the key is to get a champ with fast waveclear and then roam. Heimer can't follow roams, because he is vulnerable without his turrets down.
