The Conservative party funded the location of the launch not the tax payer. Labour's launch will be as well. Press launches at number 10 or even in parliament, would firstly be against the rules as Ministers are there as Ministers of state, not as Leaders of political parties, and would incurr a small amount of money to the tax payer.
