Thank you very much for this important and valuable presentation. However I've got a question: Since risk based audit is directly related to organisation's risk management, is risk-based audit approach valid in those organisations that do not have risk management in place at all?! Or in these cases only compliance (and similar) are to be audited and recommend to establish risk-management by seniors?! Thanks in advance.

Yes, IA staff can move to finance department. The loopholes would have already been addressed in IA report. And if you already know loopholes then you can work accordingly and rectify it.
