After we've decided how to manage a risk, we need to put our plans into action. But who is actually going to do it? How do we assign a risk owner to each risk, to take responsibility for ensuring that it is managed effectively?

Thanks Kannan. I'm glad you found this video interesting. Getting the right owner for a risk is really important to make sure it gets managed effectively. The person who owns the objective that would be affected if the risk occurred is the person who should also own the risk.

Good afternoon Dr,I just want to know if I have objectives that are expensive than what I have and seek help to some one who is financially stable is that person a risk action owner?

Thanks for this question. No, the risk action owner is the person or party who takes responsibility for implementing an agreed risk action to manage a risk. If you seek financial assistance for your project from a third party, their funding may be at risk, but that risk will probably be owned by someone within the project team - maybe you yourself! Sorry for the late response - I've only seen your comment just now.
