Rivals mods are so cool, It’s crazy how many people come up with this sorta stuff! Kinda makes me want to make my own character with a little of I draw for fun.

Hell yeah, Fire got in! I helped make Fire, I came up with some of the moves and I made most of the animations. Please help me, Fire has me locked in his basement and is forcing me to sprite for him until the end of time. He won't let me leave. Help.

I don't understand how they're able to make custom characters, seemingly so easily? Are the game's original moveset that easy to manipulate?

You can make whatever moveset you want, you don't manipulate the base cast moveset in any way.
