I use the chains item whenever there is a insanely fed player on the enemy team 30 percent dmg reduction is no joke brother, but tbh I only ever pick it up when playing engage support champs to not get 1 shot and for the enhanced CC

All the damage you take turns into damage over time, if you get a kill the damage falls off.
