That's one way of looking at it, but I think Deku has said in the before that up until learning about One for All, he had never heard of transferring one's quirk to another. There might be other transferable quirks out there, but it is implied it is extremely rare and unlikely. I think it's more likely that Backtrack's quirk is similar to his Mother's due to genetic inheritance, which also has a factor in what quirk someone develops, obvious examples being Todoroki and Bakugo. Though I do think he can teleport to the key chain specifically because he has a strong bond to it since it might very well be one of the last things his Mother gave him before her passing.

Part of the reason this was well done is because it's what I call an adaptation branch. An original story based on a popular franchise. They didn't take MHA characters and change them, but make up their own in the same lore. Same thing with HBO's Watchmen and all the Stephen King books being in the same universe.
