probably b/c its so close to mile 0 (aka the state line). there are other examples of roads with an "exit 0" - Turnpike 66 near pittsburgh and the garden state parkway are others...

this is where my friend died, heading eastbound outside of wheeling tunnel on exit 1b... im assuming this is the same direction of travel...
