They're called S.A.F.E portals. They're a new addition to the game. They allow people to enter any zone between 1 - 10 regions away from portal town. The whole point is to give gatherers and solo players a way to quickly go back to city if they want to do quick runs like gathering or solo dungeons as you mentioned

@zxcmnb640 Portal town. Go through conqueror's hall lv.1 and enter the gateway from there. Note that it binds you to that portal for 7 days meaning that you cannot go through any other portal town for the next 7 days unless you access them directly from the blackzone. You should find them north of the storage chest
