Robert Kyagulanyi attends first full plenary session, finds proceedings too formal

The new Member of Parliament Robert Kyagulanyi today attended plenary proceedings in Parliament for the first time. Kyagulanyi said this was a learning experience, the reason he did not contribute to the debate.
