Aré these created specifically for snare? Cause sput is having trouble when they move... maybe they could have a clamp or something that helps to stay in place!

Jojomi32 no they are not made specifically for a snare, but you can probably use a butterfly clip to secure it a bit

They're more of a textural piece of percussion, for creating a different sort of sustained note. But seeing as not everyone gets a time to use them like the traditional way, he's just showing how they can be applied to a drum set for a different sound and texture. They're not made for a drum set, but you can still get creative with them.
