Can you make these without a serger machine? If so, what stitch would you recommend?

Because I’m making a large, the crotch end where you attach the elastic is wider than the elastic. What do I do?

It shouldn't be, all sizes are the same at that area. First apply the 3/8" elastic around the sides of the pouch, fold that over and stitch it down. After that the crotch width then should be about 1", which is also the width of the leg strap elastic.
