Some moments he is 100% himself, but most of the time he is 100% Penguin. There's a difference between the two and that different is that Robin is not a self-centered, manipulative slug. But yeah, other than that, I see your point.

Before Gotham Penguin was my least favorite, now he is my favorite with Joker close second. Ivy is more vicious on this show that I remember in comics. So far I liked the way they wrote Jerome better than Jeramiah
