It should be noted that, in the original film, he was pretty much turned to minced meat from all that gunfire; first they try to save him, but then he flatlines - so, OCP steps in with the Robocop program (actual line) when he "volunteers" (again, actual line from the film), and there's this amazing exchange about how they managed to save his left arm, but then OCP just scrapped it because they didn't want to retain any remaining bits (both a homage and a completely missed point in the reboot, btw).

This was actually the plot of one of the later Robo cop movies. The government wanted to make there own RoBo cop to compete. After he complained they removed everything they had done and he was just a head, and a couple origins on life support. At that point he agreed because it was to late and while he was under they put a chip in his head to make him obey orders.

This gives me an idea for a story pretty much RoboCop and he goes along with everything they want and then when they're doing a press release or something where he gets to talk to the press as soon as he gets a hold of the microphone he screams help they've trapped me they won't let me leave and described the situation now then probably being paranoid would have put a Killswitch in him and we'll probably erase his memory if they able to but hopefully considering how much internet would spread this people start challenging the company that created them saying what the hell was that about the company pretty much goes mute not responding to anything apart from saying it was a malfunction or something then social media starts asking about them and then the problem comes up with as he's 70% robot he technically is more robot than man meaning he doesn't have rights in spite of his sentience then there are a group of hacker like people that want to kidnap him and remove the control of the company that owns them then at that point the company goes into Damage Control hiring Assassin's to try and kill RoboCop least he get on social media and spread what they did to him and how they treat him
