This is another one that should've been a tie. 12:08 Sorry I will have to disagree with this one, if you wanted it to be a Chimera of netnavis, then you'd probably criticize it for being overly designed. I feel Junkman's design served his purpose well, especially with his scenario. 34: How did cute Tango win but not cute Aquaman? Despite the oddities in this list, I will commend you for not being as nitpicky as Bumbles list is.

Beastman.EXE looks way more like Robot Master Slash Man than his actual NetNavi, Kingman.EXE was a wasted opportunity to reference Robot Master King's love for chess, much like Slash Man you could say Clown Man has two choices in either the dorky Colorman.EXE or the creepy Circusman.EXE with my preference leaning on Color. Zero.EXE's hair is attached to the back of his head, though for a better look you're gonna have to go into the anime plus it will get destroyed later on. EDIT: Cosmoman.EXE looks more like Saturn from Mega Man V given the warping both do. I feel like the others you listed do make sense and also have to agree that Colorman.EXE does match with Bounce Man great.
