Well, given that no one is claiming it full time, I don't see how it belongs to anyone. Why hasn't anyone, up to now, brought in equipment and took the rock down to reduced its height and enlarged it base? I haven't found any maps showing the surrounding ocean depth, and I am curious how much area that would cover.

In june of 1904 the danish steamship SS Norge ran on an underwater reef called Helens Reef and sank. 655 migration passengers drowned, only 128 were rescued. Most of the passengers were from Denmark, Norway, Sweden and Russia. The ship had 8 lifeboats each capable of talking only 28 persons. And 8 years later White Star Lines Titanic perished also with too few lifeboats.
