Rocky made it very clear that he didn't want to leave Astro, but the agency didn't allow him to stay in the group without an exclusive contract with them. Many idols get a possibility from their agencies to have solo career elsewhere, staying in the group for possible comebacks. And Fantagio wants only to gain profit and benefit from their artists without additional investment.

Having Rocky tied exclusively with Fantagio was important for using his talents for free for those whom Fantagio promotes. That was one more reason why Eunwoo succeeded in talking him into staying with Fantagio which became a trap only death could let him out
