As a Christian you have authority over the demonic realm. You can rebuke the devil and he will flee. It's part of the authority of a believer.

Yes, but sometimes a Word from the Lord or a manifestation of the Holy Spirit may be needed in order to bring it about since there could be areas in a person's life that God needs to address before He will set them free, such as unforgiveness, a past sin with the occult, or a generational curse that needs recognized and broken, etc.
