Mostly because he's based off a completely different Mega Man- Mega Man X. This one here is the Classic Version- the original, and in my opinion, the best.

WowMyNameIsUnique Fair enough, but it still wouldn't really make sense to have a villain from the X/Zero franchise be the Final Smash for the Classic incarnation of the character. Personally, my initial guess for Mega Man's Final Smash (Before the real one was revealed) was the Super Adaptor from _Mega Man 7_, where he combines with Rush to become more powerful, gaining the ability to fly and fire Rocket Punches.
