Not true on “all” transfers made during the week before activating wild card passing forward to the next gameweek. I made a transfer pre wildcard on the same gameweek and that transfer wasn’t credited back to me the following gameweek… think fpl terms it “available transfers” are carried forward. Maybe just a bug on mine but that’s what happened to me
