why not sheep? they mow and fertilize at the same time.

Because they want the residue to remain as long as possible for weed control and water retention. Also, when rolled and crimped at the flowering stage the cereal plant is killed. If grazed, it is very hard to get a good kill on the cover crop and the plants that survive become competition for the next crop.

Because they dont have any fences.... but you are right. Pasture cropping using stock to graze heavily before sowing the cash crop is being done successfully here in Australia, pioneered by Colin Seis in NSW.
