I guess that it was that 1 little step to the side with his left foot at 0:28, which should have already been in that position before the music started - and then another 12 beats (or a total of 28 beats).

They held their opening for another 12 beats-hands up in the air for an additional 12 beats- that is when their dance should have begun. Not sure why they did this. Great Coach. My former coach is in the striped shirt. You can see the shock on their faces when they see the penalty. Yes, they were great skaters!
