how do we determine which Pi term is a function of the other ? or is it arbitrary?

Hopefully, you are already done with this exam and earning a lot of money!. But for the others that still struggle with this. I think he mentioned it in the beginning or in the last video. You have to look out for dependent and independent variables. In the case of force on a sphere, the force depends on all the other parameters. Thus you would write F = f(p1, p2, ...). You could also look at the pressure drop through a pipe, then delta_p = f(p1, p2, ...). I hope this makes sense.

07:59 -2 -b = 0 b = 2 minus cancels out

That is actually incorrect. To check, just plug -2 in place of b, -2-b would be equal to -4 instead of 0. Starting from -2-b=0 you can add b on both sides -2-b+b=+b, where the left side b cancel out, remaining -2=b or b= -2. You seem to have canceled out the minus sign in the beginning, -2-b=0 is in fact the same as -(2+b)=0, but that still leaves b+2=0 which is b= -2.
