So weird that that's never explained. If I hadn't misclicked at some point I'd never figured it out either. ... though getting by that dude can be done by going up-and-down the elevator too. I don't know why, but you can sneak across the top corner behind the lamp after doing it once. It doesn't work before, and he seemingly returns to the same position, but somehow he stops spotting you. Just one of those things I guess.
