In every single one of my games where otters go for this strategy, the person they extorted immediately refuses to pay and proceeds to spend the entire game bashing the otters in mutually assured destruction. I would not recommend following this strategy.

oh yeah, its a surefire way to get the cats player super angry and have them turn from winning the game into the spiteful player, whos just going to go for you. But there are benefits to doing it, wouldnt say its a regular strat you should use, but its available and you might be able to apply it later in a game when the cats least expect it
