I Would pressurize the tank with air and see where it squirts out. Maybe split pipe or fitting that's never been changed or even the resivore tank has a pinhole???

Any chance you could put a bypass line on your tractor power steering system with a pressure regulator where you could dial back the pressure a bit?

???does tractor have left and right steering cylinders......if a push/ pull left to right.....maybe one cylinder flow rate different from the other, might be if putting too much pressure on one side of the circuit???
