This system rewards the "homeless" that exploit the system. As soon as the clean-up crew leaves the "homeless" return with cleaned up digs and restocked restrooms.

Many of these poor people are survivors of child abuse OF THE WORST KIND IMAGINABLE😭 Some of these poor homeless people are veterans who endured great trauma while defending this nation who failed them when they came home from war😞 You need to have love and compassion because you may be up today and down tomorrow. Fate has a strange way of working.
