My headcannon is that Zhongli became a demon due to a contract with Muzan to get close to him to overthrow him. If he just wanted Muzan dead, it'd be easy to kill him, so it means Zhongli has another goal as well, maybe information or something along those lines. Of course, Zhongli can't directly go against a contract, but that doesn't mean there aren't loopholes that skirt around the contract. Being the god of contracts, I'd think he'd be very familiar with loopholes and can make several himself.
