The small streets and road design are created to keep people from driving on them. Small streets are safe, walkable streets. You aren't supposed to drive unless you live there. See new urbanism.

Lolzzz. They did the roads like that on purpose. It’s to encourage walking and bike riding instead of driving cars. The idea is that you park your car when you get there and don’t get back in it until you leave.
