please I have a question how to convert the unit of rotational constant B to HZ and cm-1

Use equations like E = hν and E = hcṽ. If you have B in units of energy, divide by Planck's constant to get units of frequency. And divide by Planck's constant and the speed of light to get wavenumbers.
