The MLB rule was changed a few years ago. The ball no longer needs to hit the hand or glove first. If the ball goes from the bat to the catcher's chest protector and rebounds and is caught, it is a foul tip.

What if the catcher drop the 3rd strike foul tip with no runner at first or with 2 outs? Can the batter run to first?

is a tipped ball caught by the catchers outstretched barehand an out? I was playing catching in a friendly game. My friend batting right handed tipped the ball and it went sharply to my right. I reached my bare hand as far out as I could and caught it. Is that an out?

The video mentions caught by the glove or hand, so that would be a strike, or a strikeout if there were two strikes on the count beforehand.

My question is this, if the ball does not hit the glove, it becomes a foul ball, does it not? And then a catcher could still catch the ball before it hits the ground, to make it an out.

If there is enough hang time, yes. if it is caught after the ball going sharply after grazing the bat, it is a strike.

What is the catcher observes that the runner is stealing 2nd base and decides to drop the foul tip. Does that mean the ball is dead and the runner returns to 1st base??

That is an astute comment! A catcher who let's the foul tip drop, would now be declared foul with the ball being dead and runners return. SMART PLAY BY THE CATCHER...
