He is missing power application at the catch and tugging at the finish. He is also feathering the blades under water.

He is also olympic champion and has dominated LM1X, LM4X and LM2X during the last 5 years, outperforming his opponent every time with a technical masterclass at only 23 years old. Maybe not your ideal way to row but it is really efficient especially at a higher strokerate.

Honestly, I don't see where you think he is missing the catch he loads up and sends in a very efficient way. To add to that the tugging os typical of lightweight rowing because they have less weight to hang off the handles they use the torque of the hips+thigh to accelerate the boat. And he is rowing a single scull that's why he isn't tapping down like a mad man and actually has a very relaxed finish in the way he doesn't try to do too much. Now if you think you are faster, go race him I would love to see the result.
