i played around with it and the max level it goes up to is 43, and losing a tower in fact does affect your pancake making speed. If you lose both towers you lose your skill completely. When the chefs are distracted (attacking another troop) it affects your speed as well. When the king tower is distracted he's not really helping make the pancakes so it does not affect the speed. also, some cards which usually get less damage get an extra hit (for example mega minion or mother witch)
